Simplex Group Announces Operational Advisory for Motor Carriers on FMCSA Motus Registration Changes

MIAMI, United States – 3rd September 2026 – Simplex Group issued an operational advisory to motor carriers, freight brokers and freight forwarders addressing access-control and data-governance implications of the Federal Motor Carrier Safety Administration’s Motus registration platform and associated identity-verification workflow.

The advisory frames Motus as more than a new submission portal, describing the May launch of the Motus system as a centralized platform to apply for and manage USDOT numbers, operating authority, biennial updates, business information, reinstatements and other registration actions. Simplex Group cautioned that the Motus claim process, which requires individual Login.gov profiles, identity verification and company-account claims, changes who controls a carrier’s federal registration record rather than only changing where forms are filed.

According to the advisory, the Motus workflow makes account ownership a compliance control. The company-official role, the Login.gov email used to claim an existing USDOT number, and business registration details together determine who may create or claim a company account and exercise permissions over registration access. Simplex Group noted that misalignment among company official, email and corporate information can create operational friction that occurs before a filing is reached, and advised carriers to identify and document the person who holds the company-official role and any individuals authorized to act on behalf of the registrant.

The advisory highlighted FMCSA warnings about aggressive phishing messages that impersonate USDOT or agency officials and reiterated agency guidance that official correspondence almost always arrives from a .gov address and that unsolicited messages should not request payment or sensitive information. The combination of a new registration workflow and active impersonation attempts was described as increasing the importance of controlled access, domain verification and a verification process for unexpected communications.

Simplex Group recommended specific operational steps for registered entities. These include documenting the company official and confirming the Login.gov email used for the claim; reviewing legal name and address information on file; inventorying authorized users; and routing suspicious communications through an established verification process before clicking links or sending information. For new applicants, Simplex Group advised using FMCSA resources to determine required registrations and to follow Motus procedures for identity verification.

For existing registrants, the advisory presented the transition as an opportunity to remove stale access and to establish a repeatable handoff process when personnel or external providers change. Company account permissions should be reviewed at personnel or provider transition events, and organizations are advised to retain an internal record of who approved each registration action and when it was submitted. The advisory also explained that Motus includes defined roles for supporting companies, identifying transportation service providers, BOC-3 blanket companies and financial responsibility filers among organizations that can complete authorized actions for registrants, and emphasized the need for carriers to confirm the scope and permissions being authorized for third parties.
